Mar 20, 2018

THE HAGUE, Netherlands — Bolivia made an emotional appeal Monday for the International Court of Justice to order Chile to enter talks over granting its landlocked neighbor access to the Pacific Ocean, saying the dispute will remain a source of conflict if it's not resolved. Bolivia lost its only seacoast to Chile during a war that lasted between 1879 and 1883. The nation has demanded ocean access for generations and accuses Chile of reneging on pledges to negotiate. "For 139 years, Bolivia has suffered the historical injustice of becoming landlocked," former Bolivian President Eduardo Rodriguez Veltze told judges at the...

TORONTO — Canada has announced a peacekeeping effort in the West African country of Mali that includes six helicopters and some support troops. Foreign Minister Chrystia Freeland said Monday the deployment will be 12 months. The mission will include two Chinook helicopters for airlift operations and four armed Griffon helicopters for escort purposes. The number of troops has not been determined yet. Mali has been in turmoil since a 2012 uprising prompted mutinous soldiers to overthrow the country's president of a decade. The power vacuum that was created ultimately fueled an Islamic insurgency and a French-led war that ousted the...

Trump candidate for UN migration agency: Judge my actions

Mar 20, 2018

GENEVA — President Donald Trump's nominee to head the U.N. migration agency acknowledges a controversy over his social media posts on topics like climate change and Muslims, but insists that "retweets are not endorsements" and says he wants to be judged on his actions as a humanitarian. Ken Isaacs spoke with reporters Monday as the 169 member states of the International Organization for Migration prepare to elect a successor to longtime diplomat William Lacy Swing as director-general in June. An intergovernmental body that became a U.N.-related agency two years ago, IOM has had only one director-general who wasn't American since...

Catalan separatist: Swiss model alternative to secession

Mar 20, 2018

GENEVA — Catalonia's fugitive ex-president says that independence for the Spanish region is not the "only option" for resolving Spain's worst political crisis in recent decades. Carles Puigdemont says that a moderate alternative could be adopting Switzerland's canton model, which presumably would give more self-rule to the already ample powers granted to Spain's regions. Puigdemont said that "'is independence the only option?' Not at all, there are others of course, and perhaps among them, the Swiss model is perhaps the most effective and the most attractive." Puigdemont was speaking at the University of Geneva where he attended a film festival...
